Is there a way to remove persistent carpet stains, besides carpet cleaners?

I've rented carpet cleaners and used the spot remover chemical. The stains keep coming back after the carpet dries.

One stain might be bicycle chain lubricant.

I've seen special cleaning equipment at the store, priced at approx $150 – any idea if it has a better chance?

Are all $9.99 per room carpet cleaners are scammers?

My guess is yes. I worked for three different companies in two years, before going out on my own.
One would advertise 5 rooms for $49.95… you'd be lucky if I did it for $100.
Another did the selling, I just did the work. He had 3 crews out on the road most days. A lot of times people were not getting what they expected and there were lots of problems.
One was reasonably honest. He charged 25 cents per sq. ft. Every room or area had a 100 sq ft ($25) minimum.
I just charge by the square foot. I have 3 levels of service… vacuum & plain water steam, gets out old soap residue, good for sensitive people.
This I charge 15 cents per sq ft. For pre-spot, soap extract, rinse and dry, I charge 25 cents per sq ft. Add protective treatment, pet stains, deodorant, or other services, it is an extra 5 cents per sq ft per service.
I am very reasonable. People say I'm high. Then they call the bait and switch guy who robs them, or they never call me at all, just assume we are all crooks.
How can I come across as reliable, honest and hard working at a fair price when a few bums hurt my entire industry?

I hired a professional carpet cleaning company. Was I supposed to tip the men who cleaned my carpet?

As a carpet cleaning technician myself for 20 years, the answer is no. Carpet cleaners make more money than people realize. Especially on over sales such as protectants, deodorizing, repairs, etc, which is generally a commission of the oversales or the total of the entire job.

What is the difference between carpet extractors and carpet cleaners? When should you use one over the other?

i have 2 carpet cleaners, so to answer your question i would assume, one of mine flushes and sucks the water up and the other works on the notion that all debris has been lifted before use so just leaves a foam the slowly dissolves and takes marks and stains with it
